HVAC: Request for Bids

RUSSELLVILLE EPB SMARTNET REQUEST FOR BIDS:

Installation of New HVAC System:

Russellville EPB Smartnet is issuing this Request for Bids on Monday, March 24, 2025, from qualified HVAC contractors for the removal of EPB’s existing HVAC units and the complete installation of a new system, per the specifications outlined in this document. The successful contractor must be a member of TVA’s Preferred Partner Network (PPN). This project involves compliance with all relevant regulations, codes, and standards.

Scope of Work:

The contractor will be responsible for the following:

·         Removal of Existing Units in accordance with all applicable safety and environmental standards.

·         Installation of new HVAC System in compliance with provided specifications, relevant building codes and standards.

·         Testing and Commissioning to ensure the HVAC system operates according to specifications and industry standards.

·         Coordination with Engineering Team throughout the project to ensure that all requirements are met.

·         Ensuring that all work is completed by the specified completion date as outlined in the project agreement.

Qualifications:

·         The contractor must be a member of the TVA Preferred Partner Network (PPN).

·         The contractor must have prior experience in the installation and commissioning of HVAC systems and a demonstrated ability to complete similar projects on time and within budget.

Insurance Liability & Bonding Requirements:

·         Bidder shall provide proof of appropriate and current liability and Workers’ Compensation insurances.

·         Bids for $100,000 or more will be accompanied by a performance bond for 100% of the contract price, as it may be increased.

·         For any sub-contracted work, a payment bond will be required in an amount equal to 100% of the original contract price.

·         Bonds shall be executed by a security company authorized to do business in Kentucky

Pre-bid Meeting: Russellville EPB will hold a pre-bid meeting to detail project requests and answer Bidder questions.

Bids:

Bids will be received at the Russellville EPB office located at 165 East 4th Street, Russellville, KY 42276, no later than 4:00 PM/CDT on Monday, May 05, 2025. Any bids received after that time will not be opened. Bids must be hand-delivered or delivered in a sealed envelope to the address above with due date indicated on the bid envelope.

Russellville EPB reserves the right to reject any and all bids, to waive informalities therein and to consider exceptions and clarifications therein in order to determine the lowest and best bid; to reject any or all non-conforming, non-responsive, unbalanced, or conditional bids; to reject the bid of any bidder if EPB believes it would not be in the best interest of EPB to make an award to that bidder, whether because the bid is not responsive or the bidder is unqualified or of doubtful financial ability, or fails to meet any other pertinent standard or criteria established by EPB, while reserving the right to negotiate contract terms with successful bidder. By submitting a bid, Bidder agrees that such procedures shall be without liability on the part of EPB for any damage or claim brought by the bidder because of such rejections or procedures, nor shall the bidder seek any recourse of any kind against EPB because of such rejections or procedures. The filing of any bid in response to this invitation shall constitute an agreement of the bidder to these conditions.
