Sales Tax Exemption Information
Dear Customer,
Beginning January 1, 2023, only a person’s “domicile” (primary residence) will be exempt from sales tax
on utility services, including electric bills.
To make sure sales tax is not mistakenly applied to the electric bill of your primary residence, you may
need to take action. If you have multiple meters in your name, you will need to declare which meter or
meters are associated with your primary residence.
We have included with this letter, a Kentucky Department of Revenue form, which allows utility
customers to declare whether the address listed on their electric bill is their primary residence. A
second form from the department is available for landlords with multiple tenants at a single metered
property. Both these forms can also be found at www.epbnet.com. Failure to provide a completed
declaration form may result in the loss of sales tax exemption for customers who have multiple meters
in their name.

Dear Valued Video Customer,
Since the launch of our fiber to the home project in 2011, our mission has been to provide the highest standard of service at competitive rates. We initially chose to provide EPB video services to be able to offer customers over 300 channels, HD service, and the option to bundle multiple services.
Recent changes in the video industry are making it extremely difficult for small municipal utilities like the Russellville EPB to continue offering video services at reasonable rates. We have done everything possible to negotiate fair rates from our content providers and technology partners. However, rising video industry costs continue to work against our best efforts.
Due to issues beyond our control, it is time to reevaluate the future of EPB Smartnet video services. Therefore, as of 10/31/2022, Russellville EPB has decided to pause any new video sign-ups and will reevaluate the future of EPB Smartnet video services. Please note that during this time, Russellville EPB will continue supporting any existing video service for the foreseeable future. Notification letters will be sent in early 2023 regarding the future of this service. We will also gladly provide guidance, resources, and support to any subscribers that choose to explore alternative TV solutions during this time.
Effective January 01, 2023, our video customers will see rate changes as indicated below.
